RANGE OPERATIONS GUIDE
- General. Live firing conducted at the High Hill Range Complex is designed to provide members and invited guest’s access to a facility where they can have a safe environment to shoot and practice with their privately-owned guns.
- Facilities for Use. Range and club grounds availability are open to members and invited guests under the discretion of the Club Board of Directors, Designated Range Safety Officers and the various heads of committees. Live-fire shooting is normally limited to the following ranges and equipment:
a. Outdoor Range
Rifles- No larger than .50 caliber center-fire;
Pistols or shotguns any caliber or gauge. (No tracer or armor-piercing ammunition.)
b. Trap and Skeet Range —Shotguns only. (no less than #6 shot; no slugs or buckshot.) - Range Limitations and Safety Requirements.
Always follow 10 Commandments of Range safety: 1. Always keep the muzzle pointed in a safe direction. 2. Firearms should be unloaded when not actually in use. 3. Don’t rely on your gun’s safety. 4. Be sure of your target and what’s beyond it. 5. Use proper ammunition. 6. If your gun fails to fire when the trigger is pulled, handle with care. 7. Always wear eye and ear protection when shooting. 8. Be sure the barrel is clear of obstructions before shooting. 9. Don’t alter or modify your gun and have it serviced regularly. 10. Learn the mechanical and handling characteristics of the firearm you are using.
Live-fire shooters will:
a. Fire only on designated ranges as stated above. When a Range Safety Officer (RSO) is present they will have final say regarding range matters.
b. Fire only authorized guns and ammunition as stated above.
c. Use of authorized paper target stands only, provided by the Club. Metal silhouette targets or similar reactionary targets may be used for recreational shooting provided a minimum of 10 yards is kept between the shooter and the target while
engaged in shooting. Metal targets provided by HHF&CC will remain at the impact area and shooters may move closer to the targets as long as it is safe to do so. Example: No other persons present on range. At no time will the targets be moved closer to the firing line. Pistol ammunition and rifle ammunition no larger than .22LR to be used on Steel Reactionary targets.
d. Shooters are responsible to ensure all projectiles impact within the established range safety limits.
e. Call “Cease firing” and make safe all guns before a shooter moves forward of the firing line or during any unsafe condition.
f. Call “Cease firing” if a firing line becomes staggered (one shooter forward of another) anywhere on the range complex.
g. Use appropriate ear protection.
h. Wear appropriate eye protection.
i. Notify the RSO, Member of the BOD or Range Coordinator of any safety infractions real or perceived.
j. Police all brass, paper, and other debris that may accumulate on the range and dispose of it in the containers provided. - Authorized and Prohibited Guns. Full-automatic guns are authorized by appropriately licensed members. However the member must provide the proper federal licenses and all required paperwork to any RSO or BOD at their request when firing any full-automatic guns.
- Authorized Users. The following persons are allowed to fire:
a. Current members in good standing of the High Hill club.
b. Invited guests of the above, provided the member is present and assumes full responsibility for the conduct of his or her guest.
c. Public approved by the club RSO’s, current Rules and fees apply and on a case-by-case basis approval may be terminated at any time for cause by RSO’s.
d. Range Safety Officer’s
i. Open range at prescribed time and scheduled day of duty live fire for the day.
ii. Ensure any public guests requesting to use ranges have proper Licenses. Ensure all persons using range facilities understand safety rules and have personal protection equipment functional and in place.
iii. Inspect the ranges prior to use, during and after shooting for safety concerns and correct any issues if possible or restrict use of the ranges based on observations. Check that all shooters are current members, authorized guests or paying public invitees. All have current club cards. Ensure that at least two RSO’s are on the ranges at all times
e. Shooting Club RSOs. The club B.O.D. must first approve anyone desiring to become a shooting club RSO. RSO status is accomplished by attending an RSO class given by the National Rifle association or other approved entity at the discretion of the Range Coordinator and BOD.
f. High Hill Club Members
i. Shooters will conduct themselves in an orderly manner at all times and will be responsible for the conduct of any guests they bring.
ii. All shooters are responsible for their guns and ammunition while on the complex.
iii. Guns that are out of the case and not being fired must be benched. (Actions open and facing up, chambers empty, muzzles pointing downrange, and safeties on.)
iv. Only load guns on the firing line.
v. Do not point guns at anything other than authorized targets.
vi. Fire only at your own target.
vii. Give the command “Cease firing” if an unsafe condition exists or is perceived.
viii. Follow all instructions from the RSO.
ix. Assist in policing the area of brass and any other debris. - Hours of Operation – The Range Coordinator and B.O.D. Develop live-fire schedule based on current conditions and neighbor considerations. No shooting prior to 0900 Hrs and shooting will cease at or before sunset on each day. Public shooting is authorized under current rules between 1000Hrs and 1300Hrs on Sundays when RSO’s are present.
- Alcoholic Beverages and Drugs. – Shooters may not consume or be under the influence of alcoholic beverages or drugs (including prescription and over-the-counter medications) before or during live firing. The RSO will deny range access to anyone in violation.
- Medical Support. – In the event of a firearms related medical emergency, call 911 and notify a member of the B.O.D. immediately. All other medical emergencies should be treated according to severity up to and including calling 911.
